How do I get the camera icon to send pics via text message on the iPhone 3GS?

I've had my iPhone 3GS for quite some time and I have not been able to figure out how to text a picture to another person via text message. I took a look at someone's else iPhone and he has a camera icon on his iPhone under text messaging. So, how can I get this for my iPhone? Is there an app? I tried updating my software for my iPhone and it's still not working.
